I like the quote. Reminds me of some of the things de Tocqueville saw and admired in the US since he thought the strong moral inclinations of the local citizens was more effective and better suited than a far away king. I really like this quote.

There are authoritarians that crave money and power as you’ve described very wll. We’ve seen plenty of them. I think there is also another group of authoritarians that do not crave money, but power. Despite the saying, money does not always equal power and vice versa. I think of Josef Stalin who had a drawer full of uncashed party checks in his drawer. He didn’t care about money. (Not to say other party officials didn’t care about money.) He cared about power. Money was not the USSR’s master key at this time. Fear, intimidation, cullings, and the like were the master keys in my opinion.

Good analogy with the inner-city and USSR. I visited there for 2 weeks in 1990. It was a dismal place. The people were nice enough, but you could see the souls sucked out of most of them. Alcoholism, prostitution, theft, abortion, the lack of respect for life, etc were rampant despite what officials said. Every person I spoke to, despite having KGB minders, spoke of these things as if they were normal. There may not be a direct correlation, but I think you are correct that the roots of the problems in both are similar if not the same.
